In recent years, space has begun to resemble the Wild West. Lack of rules and norms for space activities is creating chaos as the number of space actors rises, leading to increased risks to spacecraft and satellites. It is clear that "rules of the road" must be developed. To support progress to this end, The Henry L. Stimson Center—with the assistance of a team of experts including UNIDIR Director Theresa Hitchens—has developed a matrix of existing and proposed space norms. |
