Publications
- The
Security Needs Assessment Protocol: Improving Operational Effectiveness
through Community Security is now online. This publication
of the Security
Needs Assessment Protocol project describes how operational
effectiveness in humanitarian, development and security operations
can be improved by understanding local security problems as they
are understood by beneficiaries themselves.
- "Engaging
Non-State Armed Groups", the latest issue of Disarmament
Forum, is now available online. How do non-state armed groups
obtain weapons—be they small arms or less conventional weapons—and
how can they be effectively engaged in disarmament processes?
The authors examine various legal and diplomatic means of disarmament,
including terrorist listing, mediation and pre-emptive and preventive
measures, and ask whether the current international system can
deal with NSAGs.
