En 2003, à la demande du Parlement européen, la Commission européenne a confié à l'UNIDIR le projet intitulé L'action européenne sur les armes légères, les armes de petit calibre et les résidus de guerre explosifs pour qu'il fasse des suggestions sur la façon dont l'Union européenne pourrait déployer toutes ses capacités de façon à améliorer l'efficacité globale de ses actions sur les armes légères et les restes explosifs de guerre.
