UNIDIR FM(C)T Meeting Series—FM(C)T: Elements of the Emerging Consensus

This meeting examined the structure and the basic elements of a FM(C)T. Although some important differences remain, there appears to be an emerging consensus regarding the basic building blocks of the treaty and the general approach to the issues of scope, definitions, and verification. The key elements of this approach were outlined in the report of the Group of Governmental Experts and in the draft treaty texts that have been submitted to the Conference on Disarmament by France and by the International Panel on Fissile Materials.
