Unpacking Cyber Capacity-Building Needs: A Threat-Based Approach

Cyber capacity-building is becoming a fundamental pillar supporting not only the establishment of a secure, open, and peaceful ICT environment but also the implementation of the framework of responsible state behaviour in the use of ICTs (the Framework). While the importance of capacity-building continues to be widely recognized in current multilateral processes, discussions tend to remain at a general level and have not yet explored the links between capacity-building needs and specific threats. To understand better these aspects, UNIDIR is conducting a research project aimed at investigating the high-level foundational cyber capabilities (FCCs) considered necessary to effectively prevent or mitigate the impact of selected malicious ICT activities with the potential to impact international peace and security.

To support further substantive deliberations and facilitate the progress of the OEWG, UNIDIR’s Security and Technology Programme organized this side event to present and discuss the preliminary results of the research project Unpacking Cyber Capacity-Building Needs: A Threat-Based Approach.
