Nuclear Weapons in Europe: Stepping Stones for Restrictions and Reductions

Non-strategic nuclear weapons are one of the key factors that continue to shape the security environment in Europe. Reducing the role of these weapons and decreasing the size of the non-strategic arsenals in a transparent and cooperative manner would be an essential element of the efforts to strengthen European security and work towards reducing tension between NATO and Russia.

This project examines the “zero deployed non-strategic weapons” proposal that calls for the verified withdrawal of non-strategic weapons to permanent storage. The goal of the project is to identify areas of agreement, issues to be resolved, and problems associated with practical implementation of this approach. Special attention will be paid to the trust and confidence-building measures that could demonstrate the feasibility of this approach and facilitate dialogue between the United States and Russia with active participation of the NATO states.
